The European Union continues to strengthen a safer and more transparent data economy through the rollout of the European data intermediation and altruism registers, two mechanisms established under the Data Governance Act to foster trusted data sharing across Europe.

On the one hand, the Data Altruism Organizations Register identifies non-profit entities authorised to collect data voluntarily shared by individuals and businesses for objectives of general interest, such as scientific research, healthcare, and sustainability. On the other hand, the Data Intermediation Services Register enhances trust in organisations that facilitate secure data exchange between different parties while ensuring neutrality and compliance with European regulations.

To be recognised as a data altruism organisation, organizations must meet several key requirements:

  • Non-profit status: their activities must be carried out exclusively on a non-profit basis, without commercial interests that could compromise the neutrality of data processing.
  • Ethical safeguards and responsible data use: organisations must operate with full transparency regarding their objectives, activities, funding, and data management practices.
  • Technical compliance: they must adhere to a strict regulatory framework, to be further developed by the European Commission, covering security requirements and interoperability standards.

Through these initiatives, the European Commission is taking another step towards creating an environment that supports the responsible reuse of data while accelerating the development of data spaces across Europe.
